Are universities in Germany for international students free?

Yes, universities in Germany do not charge tuition fees to their domestic or international students. In 2014, 16 federal states in Germany abolished tuition fees at public universities. For you, this means that at public universities, all you have to pay is a small fee to cover the bureaucratic formalities and a minor contribution. In return, you will receive a semester ticket which entitles you to use public transport 'for free'.
