Are universities in Germany for international students free?

Yes, universities in Germany do not charge tuition fees to their domestic or international students. In 2014, 16 federal states in Germany abolished tuition fees at public universities. In return, you will receive a semester ticket which entitles you to use public transport 'for free'.
